The focus of this discussion is on BOEMRE's National Environmental Policy Act (NEPA) implementation as it affects wastewater permit conditions for the Arctic Ocean, particularly, in the Beaufort and Chukchi Seas off Alaska's north coastline. The Bureau of Ocean Energy Management, Regulation and Enforcement (BOEMRE) was known as the Minerals Management Service (MMS) prior to the BP oil spill (BPOS began in April 2010) in the Gulf of Mexico. BOEMRE identifies the BP oil spill as the Deepwater Horizon (DWH) event in Section 5.0 of the Environmental Assessment for the Beaufort Sea for the Shell Offshore, Inc. waste discharges (see p. 109). BOEMRE also refers to the BP oil spill and DWH event in the Chukchi Sea Supplemental Environmental Impact Statement (SEIS, p. 150, 1st sentence).
