This webpage summarizes websites for selected States for available information on draft and final National Pollutant Discharge Elimination System (NPDES) Permits, Fact Sheets, and Response to Comments. Thus far, we have reviewed website permit documents accessibility for Oregon, Washington, Alaska, Idaho, California and EPA Offshore. Some states have more access to permits and related documents than others.

Oregon Department of Environmental Quality
The State of Oregon began making final NPDES permits and fact sheets accessible online in December of 2010. Draft NPDES permits are only available during the public comment period. No public comments on the draft NPDES permits, or Oregon DEQ responses, are provided online.
Washington Department of Ecology
Washington Ecology makes available online a considerable portion of its final NPDES Permits and Fact Sheets. However, the current permit and fact sheet for a specific facility (i.e., the permit documents in effect during the public review period) appear to be dropped from online accessibility when a draft permit is put up. Draft permits are only available during the public comment permit and are listed with current permits for other facilities. Public comments on the draft NPDES permits, and Washington Ecology responses, are provided online during a post-comment period. Permit documents and their accessibility are separated into administrative regions for Washington. State of Alaska (NPDES Program administration is transitioning from EPA Region 10 to the State of Alaska). Currently, the EPA continues to directly administer numerous NPDES program dischargers in the State of Alaska. The EPA makes available online a considerable portion of Alaska's final general and individual NPDES permits, Fact Sheets, and Response to Comments.
State of Idaho (NPDES Program Directly Administered by the EPA Region 10).
The EPA directly administers the NPDES program for dischargers in the State of Idaho. The EPA makes available online a considerable portion of Idaho's final general and individual NPDES permits, Fact Sheets, and Response to Comments.
California State Water Resources Control Board
The California State Water Resources Control Board (CSWRCB) makes a only a small portion of draft and current NPDES permits, fact sheets and response to comments available online. It is unclear why some permits are made available while most others are not. However, it appears to vary with each of Califorina's 9 regional boards. The CSWRCB mostly makes only limited information available online about discharger permits and related documents.
EPA Offshore Permits
The expiration and renewal status of EPA NPDES general permit AKG280000 for the Arctic Ocean including the Ocean Discharge Criteria Evaluations (ODCEs) for the Beaufort and Chukchi Seas. Important EPA and MMS (now BOEMRE) related documents, operative on the day of the BP oil spill (BPOS) in the Gulf of Mexico (GOM), are also collected on this website at BPOS (permit GMG290000) regulatory documents.

Northwest Region includes Individual Wastewater Permit dischargers in the Puget Sound drainage area.
Southwest Region includes Individual Wastewater Permit dischargers in the Pacific Coast and lower Columbia River drainage areas.
Central Region includes Individual Wastewater Permit dischargers in the Yakima River and middle Columbia River drainage areas.
Eastern Region includes Individual Wastewater Permit dischargers in the Snake River and upper Columbia River drainage areas.
General Permits for aquatic pesticides, boatyards, fresh fruit packing, livestock nutrient management, sand and gravel, upland fin-fish hatching and rearing, and water treatment plants. Stormwater related permits including industrial stormwater general permit, construction stormwater general permit, and municipal phase 1 and phase 2 stormwater general permits.

Alaska Current Individual Permits "issued by EPA Region 10 in the past several years". We found a number of current permits going back to 1998.
Alaska Current General Permits includes industrial and municipal discharges from facilities for placer mining, seafood processing, oil and gas, log transfer facilities, and small sewage treatment plants (STP).
Idaho Draft Permits and modifications that are currently or have recently been open for public comment.
Idaho Current Individual Permits "issued by EPA Region 10 in the past several years". We found a number of current permits going back to 1998.
Idaho Current General Permits includes industrial and municipal discharges from concentrated animal feedlot operations, aquaculture facilities, Groundwater Remediation Facilities and stormwater discharges.
Facilities At-A-Glance Report has only summarized information about a facility including owner, violations, inspections, and orders and other regulatory measures issued to a facility. The website reporting does not provide links to the actual NPDES Permits, Fact Sheets, or Responses to Comments.
Interactive Regulated Facilities Report
allows report generation by city, county, or region; and by program, agency type, and permit status. Like the Facilities At-A-Glance Report, this website reporting does not provide links to the actual NPDES Permits, Fact Sheets, or Responses to Comments.
We found that some draft (tentative) and current (adopted orders) permits and related documents might be obtained online through each of the separate region webpages, but document access varied for each of California's 9 regions.
